Liberia has been closed to new applications since January 2009. An Ad-hoc Central Adoption Authority was created to process adoption applications submitted before the suspension. The biological parents (or mother, if child was born out of wedlock) must submit a statement of relinquishment, and the Ministry of Health and Social Welfare must provide a case summary proving adoption is in the best interest of the child.
