- Profile of Children: 44% were between five and 12 years old. 22% were one to two years old (2011).
- Parent Ages: Parents must be at least 27 years old, and must be between 16 and 45 years older than the child.
- Family Status:
Both married couples and singles may adopt; married couples must show they are in a stable relationship, and must adopt together.
Parents must travel to the Philippines for roughly a week.

In January 2011, the Philippines Inter-Country Adoption Board announced a moratorium on new applications from many service providers in order to focus on applications that had already been filed. The ban did not apply to special needs children or intra-family adoptions. The intention was to lift the ban once the ICAB had met the needs of half of the current applicants, but no announcements to that effect have been made.
